TMDL 2009: Combining Science and Management to Restore Impaired Waters

The Total Maximum Daily Load (TMDL) requirements of the Clean Water Act play a pivotal role in how and if the nation meets its water quality goals.  TMDL technical practice, policies, and regulations are far from static.  TMDL 2009 is designed to provide up-to-date information so that professionals can further advance their skills, discuss technical requirements for developing TMDLs, and learn about new research such as model development and advancements in water quality monitoring.

Recognizing its importance and the continually evolving nature of the TMDL program, WEF, in cooperation with the Central States Water Environment Association, is sponsoring TMDL 2009: Combining Science and Management to Restore Impaired Waters.  Supporting organizations include the U.S. Environmental Protection Agency, the Advisory Committee on Water Information, and the Water Environment Research Foundation.

This conference will bring together several hundred water quality practitioners to exchange information on challenging regulatory and policy issues related to the TMDL process.  Attending TMDL 2009 provides a unique occasion for environmental professionals to convene, share new and evolving science tools and information available to assist state, tribal, and local organizations in creating effective TMDLs.  This specialty conference gives scientists the opportunity to discuss new research, such as model development and advancements in water quality monitoring.  It will allow stakeholders from all sides of the TMDL issue-point source, nonpoint source, regulator, permittee, citizen, environmental advocate, Federal policy maker-to discuss and understand each other’s positions.

TMDL 2009 will include podium presentations, panel discussions, and workshops on the following topics:

  • Pollutant-Specific TMDLs:  Including nutrients, bacteria, sediment, metals, toxics, and others.
  • Water Quality Standards:  Development of site-specific criteria and refining its uses, listing methodology and integrated reporting, use attainability analysis, interpretation of noncompliance with standards, and narrative standards.
  • Modeling:  Data needs, model uncertainty, calibration and verification, design and selection.
  • Stormwater and Nonpoint Source Issues:  Urban and agricultural best management practices, measuring and estimating wet weather pollutant loads, agricultural and urban runoff characterization.
  • Stakeholder Involvement and Public Participation:  Public participation and outreach tools, conflict resolution, including nonpoint source stakeholders, third-party TMDLs, and the influence of stakeholders on allocation and implementation.
  • Regulatory, Policy, and Implementation Issues:  Adaptive implementation and phased TMDLs, wastewater and stormwater permitting issues, water quality trading, regulatory flexibility, and interjurisdictional TMDLs.
